The board approved Resolution R2026-16, authorizing the placement of 10 delinquent accounts totaling $43,815.59 on the Sacramento County tax rolls.

Interim General Manager Amelia Wilder reported that seven of the 10 properties belong to deceased owners and are currently in probate.

Sacramento County will collect the debts via property tax bills, with the district expecting to recover the funds—minus a 10% county fee—within approximately two years.

All but one of the unpaid properties have already had their utility services disconnected.

The Rancho Murieta Community Services District (RMCSD) board of directors unanimously approved a resolution on July 21 to place $43,815.59 in delinquent utility charges on the Sacramento County tax rolls for collection. The annual tax levy process allows the district to transfer unpaid balances for water, sewer, solid waste, and drainage services to the county, which then adds the debts to property tax bills under the Teeter Plan. Interim General Manager Amelia Wilder presented a list of 10 delinquent parcels to the board, explaining that the majority of the unpaid accounts are tied to properties in transition. "Seven are actually deceased, and so their house is somewhere in probate," Wilder told the board. She added that another property is undergoing a short sale, meaning the district will recover those funds when the home sale is finalized. Of the remaining two accounts on the initial list, one customer has already paid their balance in full, and another is facing a pending water shutoff. "He's two months behind, so if he pays, then we won't shut him off and he won't go on the roll," Wilder said. "But everybody else is already disconnected." Under the collection arrangement, Sacramento County assumes responsibility for recovering the charges. Wilder noted that the district pays a 10% fee to the county for the service and typically receives the recovered funds in about two years. The district was required to submit an initial list of accounts to the county by late July, with a finalized data file due in August to reflect any late payments received from ratepayers before the tax rolls are finalized.
