Failure to address dam safety requirements could result in state mandates to lower reservoir surface elevations, which would severely impact water deliveries to both treated and raw water agricultural customers. If NID receives external grant funding—such as state Proposition 4 funds or federal appropriations—the board could use those funds to lower the required rate increase for that specific year below the 12.5% maximum cap. The annual review would also allow the district to adjust rates downward if major capital projects are delayed due to permitting or supply chain issues. The rate model is designed to apportion capital costs appropriately, ensuring that treated water and raw water customers only pay for the infrastructure that serves their respective classes. The district is facing significant public pushback from agricultural and residential users concerned about the financial strain of the rate hikes. In response, the board directed staff to increase public outreach regarding external funding, including adding a petition to the district's website to rally community support for Proposition 4 grant applications. Looking ahead, NID faces additional financial pressures that are not currently factored into the proposed rate model.
