Over $34,000 is allocated to replace a rapidly deteriorating Lift Station A sewer tank with a reinforced concrete structure to prevent raw sewage spills into Putah Creek.

The Napa Berryessa Resort Improvement District will carry forward $184,565, which includes $150,336 to finalize a SCADA replacement project awarded to Telstar Instruments.

The Board unanimously approved the accounting entries as part of its August 25 consent calendar.

The Napa County Board of Supervisors unanimously approved fiscal year-end accounting entries on August 25, 2026, authorizing over $2.8 million in carryforward funding for ongoing water and wastewater capital improvement projects across two resort improvement districts. The Lake Berryessa Resort Improvement District (LBRID) accounts for the bulk of the funding, rolling over $2.65 million. A key compliance driver is the Lift Station A Sewer Tank Replacement Project, which carries forward $34,650, including a $21,433 re-encumbrance for Piazza Construction. According to a staff report, the existing bolted steel tank is experiencing rapid pit corrosion and seep stains. The county plans to replace it with a reinforced concrete structure to prevent raw sewage spills into nearby Putah Creek, which could otherwise prompt enforcement action by the Central Valley Regional Water Quality Control Board. LBRID is also carrying forward $1.76 million for its Sustainable Water Supply Project to secure potable water from Putah Creek, as the watershed's existing supply has been compromised by drought, aged infrastructure, and wildfires. Additionally, the district rolled over $853,881—fully funded by a California Department of Water Resources grant—for a groundwater mitigation project initiated after heavy winter rainfall in 2017 caused a series of sewer collection system spills. Meanwhile, the Napa Berryessa Resort Improvement District (NBRID) was authorized to carry forward $184,565. The largest portion of this funding, $150,336, is dedicated to a Supervisory Control and Data Acquisition (SCADA) system upgrade for both water and wastewater facilities. A $113,458 contract balance for Telstar Instruments, Inc. was re-encumbered to complete the hardware and software replacement. NBRID's remaining carryforward funds are drawn from USDA depreciation reserves to replace short-lived assets at its treatment plants. This includes $33,545 for wastewater upgrades, such as replacing a StormBLOX treatment unit transfer pump and filter module, and rehabilitating a polymer feed system. Separately during the meeting, Vice Chair Liz Alessio noted ongoing progress by Napa County Flood Control on a flood wall construction project between Lincoln and Trancas, as well as final-mile work in the Abajo area, with neighborhood engagement currently underway.
