Nearly 50% of the total budget is dedicated to capital infrastructure and bond payments. The $91.1 million FY 2026-27 capital improvement program (CIP) is heavily weighted toward construction, representing the first year of an $807 million 10-year CIP. Major near-term expenditures include $25 million for the Plant 3A Solids Handling Facilities and $19 million for the Regional Treatment Plant (RTP) AWT Salinity Management project. A major driver of the district's operating expenses is imported water, which accounts for 37% of the proposed O&M budget. The district faces a 7% year-over-year increase in water purchase costs, adding $2.9 million over the previous fiscal year. This stems largely from a 6.2% rate increase approved by the Metropolitan Water District of Southern California (MWDSC) for calendar years 2027 and 2028, with 7% increases projected for 2029 and 2030. The MWDSC rate hikes drew sharp criticism during the meeting. One director characterized the regional supplier's financial planning as a "political budget" that fails to address structural deficits, noting, "It's a political compromise that doesn't actually tie back to reality." Despite the hikes, MNWD staff noted that recent MWDSC budget revisions actually resulted in a $50 million decrease in MNWD's 10-year forecasted water purchase costs compared to earlier, more severe projections. The aggressive capital spend prompted debate over the district's leverage. Director Waninger expressed concern that 10 years of projected 10% rate increases and continued bond issuances could push the district's total debt to $400 million. "That's a big burden for our customers," Waninger said. District staff and other board members defended the spending, arguing that deferring capital projects would increase the risk of catastrophic infrastructure failures. Staff noted that the district is actively offsetting costs by pursuing over $20 million in federal funding from FEMA and the U.S. Bureau of Reclamation for reliability projects. These include the OASIS Advanced Water Purification Demonstration Facility, an emergency interconnection with the City of Santa Ana, and a South County Pipeline takeout facility. The final budget, which also includes the addition of three full-time equivalent positions to support a new hydrant testing program and wastewater operations, is scheduled for adoption on June 11, 2026.
