The debt will be repaid over 30 years from net water and wastewater revenues, with the district establishing rate stabilization funds to ensure debt coverage requirements.

The board also approved a $70,323 amendment for the Well 22 rehabilitation project to install a seismically reinforced well pedestal.

On July 16, 2026, the Mission Springs Water District (MSWD) Board of Directors advanced a major capital improvement initiative, authorizing the issuance of up to $28.5 million in Revenue Certificates of Participation (COPs) and awarding a $36.2 million construction contract for its new Main Campus. The $28.5 million debt issuance will fund two primary infrastructure efforts. Approximately $20 million is earmarked for the new Main Campus—allocated 60% ($12 million) to the water fund and 40% ($8 million) to the sewer fund. The remaining $8 million will finance the construction of two new water booster stations. The Accounting Manager noted that the 30-year COPs will be repaid from net water and wastewater revenues. To support favorable borrowing terms and meet a 1.15 debt service coverage ratio, MSWD is establishing rate stabilization funds with initial deposits of $350,000 for water and $150,000 for wastewater. The board awarded the construction contract for the Main Campus to Robert Clapper Construction Services, Inc., the lowest responsive bidder. The contract totals $32,922,000, plus a 10% contingency of $3,292,200. The project includes a new administrative building, an operations center, and the relocation of the Horton Wastewater Treatment Plant percolation ponds. The contract also covers a new waterline along Park Lane required for fire flow. The General Manager noted that the Main Campus project has been in planning for nearly two decades, driven by a need to consolidate staff and replace the district's existing 1981-built administrative building. Alongside the primary construction contract, the board approved several related professional services agreements. Z&K Consultants was awarded a $641,520 contract for construction inspection services, and Landmark Consultants received a $250,000 contract for geotechnical testing. Ruhnau Clarke Architects, the firm that designed the campus, received a $180,200 contract amendment to provide construction management and observation services. In a separate water infrastructure action, the board approved a $70,323.61 contract amendment to Canyon Springs Enterprises for the Well 22 rehabilitation project. The Engineering Manager explained that the amendment covers the unanticipated removal and replacement of a concrete well pedestal. The new pedestal features reinforcing steel to meet current seismic standards and provides access for a well casing extension. The total budget for the Well 22 project is $2.35 million.
