The appointment maintains the regional authority's tradition of filling the position with the IEUA's sitting general manager.

The Chino Basin Regional Financing Authority (CBRFA) Commission has officially appointed Kevin Alexander to serve as its General Manager for the 2026 calendar year. The unanimous decision was finalized during a brief special meeting on May 13, 2026. Alexander, who currently serves as the General Manager for the Inland Empire Utilities Agency (IEUA), will take over the role from Christiana Daisy, the former interim General Manager of both the IEUA and the CBRFA. Daisy had previously been appointed to the regional financing position during the Commission's first meeting of the year on January 21, 2026. During the May 13 proceedings, staff noted that the CBRFA General Manager position has traditionally always been held by the permanent or interim General Manager of the IEUA. Under the terms of the Joint Powers Agreement for the authority, the CBRFA Commission retains the power to appoint officers—including employees of member agencies—to further the authority's regional purposes. The appointment was approved by the Commission without debate, maintaining the established leadership structure between the IEUA and the regional financing authority.
