A major cost driver for the project has been compliance with state regulations protecting the Western Joshua Tree. According to the General Manager, the district's sewer project originally faced roughly $17 million in mitigation fees. Following extensive lobbying and negotiation with the California Department of Fish and Wildlife, the district secured a comprehensive permit covering both the main project and individual property connections for less than $2 million. To date, the district has paid $1.4 million in government fees specifically for Joshua Tree mitigation. The regulatory burden has prompted the district to actively engage in state-level lobbying. A representative from Axiom Advisors provided a legislative update, noting the district's support for bills such as SB 1062, which would authorize project-specific conditions and fee waivers for life-sustaining infrastructure like water and sewer services. Board members expressed strong frustration over the current environmental regulations, emphasizing the disproportionate financial strain placed on a disadvantaged community trying to install essential wastewater laterals and clear land for fire safety. In other capital news, the board approved two purchase orders totaling $85,288 to Western Water Works for C909 PVC pipe and pipeline materials. The procurements will support the second section of Package 12 in the Skyline Ranch area under the district's Capital Replacement Program. Staff noted that the vendor honored its bid despite ongoing volatility in the PVC pipe market driven by fluctuating resin and oil prices.
