The pact aims to prevent litigation over water rights by uniting stakeholders around 'co-equal objectives' of supply reliability and ecosystem health.

EID's specific commitments include managing flow releases for the Upper American River and adhering to drought action plans.

The El Dorado Irrigation District (EID) Board of Directors has voted unanimously to approve the Water Forum Agreement 2050, a significant regional compact intended to guide water management and river health in the Sacramento region for the next 25 years. The agreement updates the original Water Forum Agreement established in 2000, which brought together water providers, environmental organizations, business groups, and local governments. General Manager Pravani Vandeyar described the initiative as a voluntary, regionally negotiated agreement focused on two "co-equal objectives": providing a reliable and safe water supply for the region and preserving the fishery, wildlife, recreational, and aesthetic values of the Lower American River. Vandeyar highlighted that a renewed agreement was necessary because climate change is fundamentally reshaping water reliability. She noted that technical studies project more frequent droughts, earlier runoff, and rising temperatures that threaten both fish populations and recreation. "Climate change is reshaping our water reliability and river health," Vandeyar told the board. She added that the agreement is critical for navigating growing pressures from new regulations, groundwater sustainability mandates, and rising operational costs. The Water Forum 2050 agreement outlines five program areas: the American River Climate Adaptation Program, flows and operations, corridor health, water supply sustainability, and scientific monitoring. For EID, participation ensures the district remains part of a trusted collaborative that has successfully advanced infrastructure projects without litigation for over two decades. "The Water Forum represents a legacy of regional collaboration with 25-plus years of partnership," Vandeyar said. Under the Purveyor Specific Agreement, EID’s commitments include Upper American River flow releases related to FERC Project 184, participation in healthy rivers and landscapes initiatives, and adherence to water conservation and drought action plans. The district will also rely on Cosumnes River supplies to the greatest extent possible to meet customer demands, depending on watershed conditions. The district's financial contribution to the forum is determined by connection counts. In exchange, EID receives benefits related to environmental stewardship, maintenance of regional peace regarding water rights, and assistance in regulatory settings. Brian Poulsen, who participated in the negotiations, noted that the process was lengthy and complex. He credited the leadership of Vandeyar and Water Forum Executive Director Ashley Casey for bringing the diverse views together. "There was a point in time when it honestly wasn't clear whether or not we were really going to be able to see it through," Poulsen said. "This is a huge milestone."
