While the board agreed to maintain the existing vision and mission—centering on protecting public health and the environment—significant debate surrounded the language of specific strategic goals to ensure they reflect operational realities. Regarding environmental values, the board discussed shifting terminology from broad "environmental sustainability" to safeguarding the "regional ecosystem." Board members noted that specific initiatives, such as nutrient removal and PFAS reduction, are better described as regional ecosystem improvements rather than global sustainability efforts. Regulatory compliance emerged as a key point of discussion. The draft goal proposed to "meet regulatory requirements," but Board Member Polecki questioned whether the language should be adjusted to "strive to meet," citing concerns over shifting regulations and legal uncertainties. "I wouldn't even be trying to meet those regulatory requirements" if rules are promulgated without clear legal standing, Polecki noted, referencing recent actions by air quality boards. However, staff advised that "compliance" remains the standard expectation. This stance builds on a strong historical foundation; the district’s wastewater treatment plant has achieved 25 consecutive years of complete compliance with all federal and state water quality regulations, earning the National Association of Clean Water Agencies (NACWA) Platinum Award. To maintain this standard, Central San utilizes high-sensitivity in-house laboratory monitoring and a comprehensive source control program to manage industrial discharges. On infrastructure, the board debated the goal to design facilities that are "dependable, resilient and long-lasting." Directors suggested that "long-lasting" might not always equate to the best use of funds, proposing "cost-effective" or "lifecycle costs" as better metrics for asset management. The discussion highlighted a preference for engineering standards that balance durability with economic efficiency. The board also directed staff to strengthen language around innovation, moving from "celebrating" ingenuity to "fostering" continuous improvement and operational excellence. Staff will revise the draft document based on these inputs and present it to the Administrative Committee before a final board adoption expected in May, with the plan launching on July 1.
