The City of Scottsdale has greenlit a series of capital improvements targeting local stormwater management and flood control, headlined by a creatively financed $1.6 million drainage project. During the July 2, 2026, City Council meeting, officials unanimously approved a consent agenda that included three significant drainage and spillway resolutions. The largest of these is the Optima Camelview Village Drainage Improvement Project. To execute the project, the council authorized an intergovernmental agreement with the Flood Control District of Maricopa County. While the city's share of the $1.6 million project was estimated at $600,000, a parallel development agreement with the Optima Camelview Village Condominium Association delegates this financial responsibility entirely to the association. Consequently, the city's final financial obligation for the drainage improvements is zero. Councilmember Solange Whitehead specifically praised the collaboration during the meeting, thanking staff and noting she was glad to see the Optima Camelview drainage item on the agenda. In addition to the Optima Camelview project, the council approved two capital budget transfers to address infrastructure needs at the Indian Bend Wash. A $500,000 transfer from the Capital Improvement Plan (CIP) Stormwater Utility Fee Budget will fund the newly created Indian Bend Wash Vista Del Camino Drainage Improvement Project. A separate $200,000 transfer from the CIP Stormwater Contingency was authorized for the Indian Bend Wash Spillway Repair Project. Furthermore, the council approved an administrative settlement agreement and order on consent regarding a remedial investigation and feasibility study with the U.S. Environmental Protection Agency and Siemens Corporation, which involves a $360,000 transfer from the Water Capital Fund Contingency.
