The work includes installing 4-inch to 12-inch water mains, valves, and service lines, funded through the Water Services Department's Capital Improvement Program.

The Phoenix City Council has greenlit a major capital procurement, unanimously approving $200 million in job order contracting (JOC) services for the city's Water Main Replacement Program during its March 4, 2026, meeting. The approval authorizes the City Manager to enter into separate master agreements with five construction firms: Talis Construction Corporation, B & F Contracting, Inc., J Wise Corp., Hunter Contracting Co., and Waco, LLC. The contractors were selected through a qualifications-based process that evaluated 14 submitted proposals. Under the terms of the agreements, each contractor is eligible for up to $40 million in work over a maximum five-year term. The right-of-way JOC services will be utilized on an as-needed basis for the installation of four-inch to 12-inch water mains, valves, fire lines, and water service taps. The scope of work also covers the abandonment of existing water mains, removal of fire hydrants, and associated concrete, asphalt, and landscaping replacement. Individual job orders under the master agreements are capped at $4 million each; any project exceeding this limit will require additional council approval. Funding for the replacement works is allocated from the Water Services Department's Capital Improvement Program budget. The Budget and Research Department will review and confirm funding availability prior to the issuance of each specific job order. The item was passed as part of the council's consent calendar in an 8-0 vote.
