The council authorized over $46 million in five-year chemical supply contracts, led by a $35 million award for caustic soda to Univar Solutions USA, LLC.

A $15 million contract was split among five vendors to supply and maintain valves across the Water Services Department.

Entellus, Inc. secured a $1.28 million engineering services contract to oversee the installation of 45,805 lineal feet of ductile iron water main in Pressure Zone 5E.

The Phoenix City Council unanimously approved a broad slate of water and wastewater investments during its formal meeting on April 8, 2026. Passed as part of a consent agenda block vote, the authorizations total more than $65 million in capital planning, infrastructure upgrades, and operational chemical contracts for the city's Water Services Department. A key component of the approvals is a $2 million engineering services agreement with Wilson Engineers, LLC for the 23rd Avenue Wastewater Treatment Plant (WWTP) Master Plan 2026-2050. The firm will conduct a comprehensive facility assessment to determine the remaining useful life of above- and below-ground assets. The master plan will evaluate options to intensify existing treatment processes, adapt to future regulatory requirements, and update the facility's electrical master plan to assess standby power needs and renewable energy options. To support ongoing utility operations, the council authorized six separate chemical supply contracts totaling over $46 million. These chemicals are essential for maintaining compliance with federal and state water quality regulations. The largest of these procurements is a five-year, $35 million contract with Univar Solutions USA, LLC to supply caustic soda for pH adjustment. Other notable chemical awards include $5.6 million to Hill Brothers Chemical Company for sodium hypochlorite, $3.4 million to Pencco, Inc. for hydrofluorosilicic acid, $1.15 million to Brenntag Pacific, LLC for sodium bisulfite, and $925,000 to Thatcher Company of Arizona, Inc. for silica dioxide. The city also advanced critical distribution system upgrades. A $15 million contract was awarded to five vendors—Atlantic Pacific Standard, LLC; Fortiline, Inc.; Ferguson US Holdings, Inc.; George S. Thomson, Inc.; and TW Associates, LLC—to supply new valves, parts, and maintenance services over a five-year term. Additionally, Entellus, Inc. was awarded a $1.28 million contract to provide construction administration and inspection services for the Pressure Zone 5E Water Main Replacement project, which involves the installation of approximately 45,805 lineal feet of ductile iron water main. The council also approved a $1.05 million contract amendment with Alfa Laval, Inc. for centrifuge parts and maintenance at the city's Water Production Plants, bringing the aggregate value of that contract to $3.25 million.
