Council authorized an amendment to the Construction Manager at Risk agreement with Haydon Companies, LLC for the Bethany Home Road Drainage Improvements - Phase A.

Council Member Lupe Conchas stated the project will involve major construction lasting approximately three years.

The infrastructure work targets flood protection for homes along Bethany Home Road between 43rd Avenue and 51st Avenue.

Separately, the council approved a $288,000 cost-share increase for the Bartlett Dam modification feasibility study with the Salt River Project.

The Glendale City Council has moved forward with critical stormwater infrastructure upgrades, authorizing an amendment to the Construction Manager at Risk agreement with Haydon Companies, LLC. The approval finalizes Guaranteed Maximum Price (GMP) 1B for the Bethany Home Road Drainage Improvements - Phase A construction. Haydon Companies brings established regional experience to the initiative, having previously delivered complex stormwater infrastructure across Arizona. The firm’s portfolio includes the Cavasson Onsite Infrastructure and Crossroads East Drainage Improvements in Scottsdale, where crews installed extensive flood walls, concrete-lined channels, and dual 60-inch storm drain pipes to manage high-volume water flow. The current project represents a significant infrastructure undertaking for the city. During council comments, Council Member Lupe Conchas emphasized the scope of the upcoming work, noting that "major construction" is expected to continue for the next three years. He highlighted that the primary objective of the engineering project is to protect local residences from flooding. The construction zone is slated to impact Bethany Home Road between 43rd Avenue and 51st Avenue, as well as areas extending from Camelback Road on 47th Avenue up to Maryland Avenue. To address public concerns regarding the long-term construction impact, the city has scheduled a community meeting for January 21 at the Rose Lane Community Center. In a separate water sector decision during the same meeting, the council passed a resolution to increase the city's cost-share contribution for the Bartlett Dam modification feasibility study. The amendment raises Glendale's financial commitment by $288,000 and extends the agreement term with the Salt River Project (SRP) and other partners, supporting ongoing regional water supply planning efforts.
