The US House of Representatives is advancing fiscal year 2027 appropriations that could unlock critical funding for Colorado River water augmentation and open the door to reviving the long-dormant Yuma Desalting Plant. During a June 4, 2026, meeting of the Central Arizona Project (CAP) Public Policy Committee, Legislative Affairs Manager Jeff Gray reported that the House Energy and Water Development Appropriations bill report includes $50 million dedicated to creating or conserving recurring water supplies for Lake Mead and the Lower Colorado River Basin. Gray noted a significant shift in the bill's language compared to previous years. "It is more broadly applicable," Gray told the committee, explaining that restrictive language dictating what the funds could not be used for has been excluded for this cycle. The federal push for augmentation is also targeting cross-border water management. The appropriations report directs the Bureau of Reclamation to explore methods for capturing and utilizing "unavoidable deliveries of water to Mexico in excess of treaty obligations." Under the directive, Reclamation must provide a status report on reducing these over-deliveries within 60 days of the act's enactment. Crucially, a legislative update memo provided to the board noted that the House bill report removes a funding prohibition for the Yuma Desalting Plant, an infrastructure facility completed in 1992 that has largely remained dormant. The removal of this barrier coincides with mounting bipartisan pressure on the Department of the Interior to explore desalination as a viable supply alternative. During a May 13 House Natural Resources oversight hearing, video of which was shared at the CAP meeting, Rep. Paul Gosar (R-AZ) pressed Interior Secretary Doug Burgum on the plant's operational status. Gosar argued the facility offers Arizona a path toward self-sufficiency and would reduce the burden on Lake Mead. When asked if the Yuma Desalting Plant would be considered, Burgum confirmed the administration's willingness to evaluate the infrastructure. "We have to look at every idea we have to get more water into the Colorado system," Burgum testified, adding that the federal government must figure out "a way to get a decent desalinization and any other thing we could do to get more supply." Lawmakers are also pushing the administration to deploy existing federal resources more rapidly. At the same hearing, Rep. Yassamin Ansari (D-AZ) urged Burgum to expedite the expenditure of approximately $1 billion in remaining Inflation Reduction Act (IRA) funding currently available for Colorado River drought mitigation.
