The city authorized a reimbursement to the Laughlin Ranch Homeowners Association for completing a 6,300-square-foot turf removal project.

The project replaces grass with low-water-use xeriscape landscaping and marks the final initiative funded by a WIFA grant awarded to the city 2.5 years ago.

Unlike previous turf reduction projects at Palo Verde and Arroyo Vista, the Laughlin Ranch reimbursement was approved after the landscaping work was already completed.

City officials confirmed that Laughlin Ranch also utilizes gray water for its operations.

The Bullhead City Council has approved a reimbursement agreement with the Laughlin Ranch Homeowners Association (HOA) for a recently completed turf reduction project, marking the final drawdown of a state water conservation grant. The agreement, approved unanimously on August 17, reimburses the HOA for removing 6,300 square feet of turf and replacing it with natural, low-water-use xeriscape landscaping. The funding stems from a water conservation grant awarded to the city by the Water Infrastructure Finance Authority of Arizona (WIFA) approximately two and a half years ago. Assistant City Manager Eddie Kajera noted that the Laughlin Ranch project is the final initiative to be processed under the WIFA grant, following similar earlier projects at Palo Verde and Arroyo Vista. Unlike those previous agreements, the Laughlin Ranch reimbursement was brought to the council after the physical landscaping work had already been completed. With the council's approval, city staff will now submit the reimbursement request directly to WIFA. During the brief discussion, Vice Mayor Dan Alfonso inquired about the HOA's broader water reuse practices, to which Kajera confirmed that Laughlin Ranch currently utilizes gray water. The council approved the reimbursement agreement with a 6-0 vote.
